Regulation on RES auctions in Poland in 2022–2027

On October 13, 2022, the Regulation on the maximum amount and value of electricity from renewable energy sources that may be auctioned in the various consecutive calendar years 2022–2027 entered into force. The issuance of the regulation is necessary to conduct the RES auctions in 2022-2027 and to create a long-term schedule for providing support to RES producers under the auction mechanism. The schedule of this year's auctions will be established by the President of the Energy Regulatory Office.
Including in the regulation the maximum amounts and values of electricity from RES that can be auctioned in 2022-2027 will enable the creation and operation of up to 13 GW of new RES installations. The indicated maximum amounts and values of energy may not be reduced, but they may be increased due to the amendment, taking into account the changing market conditions.
The total annual volume offered and the maximum value of energy for sale in the auction in 15-year support periods will amount to:
2022 – 34 087 500 MWh with a value of 14 377 500 000 PLN;
2023 – 87 900 000 MWh with a value of 40 780 500 000 PLN;
2024 – 44 587 500 MWh with a value of 17 002 500 000 PLN;
2025 – 75 900 000 MWh with a value of 31 053 000 000 PLN;
2026 – 76 087 500 MWh with a value of 24 877 500 000 PLN;
2027 – 76 087 500 MWh with a value of 24 877 500 000 PLN.
Thus, in the years 2022-2027, the sale of electricity generated in new installations is planned, thanks to which it is assumed that installations will be created using:
• onshore wind energy - 3000 MW (in installations over 1 MW);
• solar radiation energy - 9000 MW (4500 MW in installations up to 1 MW and 4500 MW in installations over 1 MW);
• hydropower - 180 MW (60 MW in installations up to 1 MW and 120 MW in installations over 1 MW);
• agricultural biogas - 300 MW (in installations over 1 MW);
• landfill biogas / biogas from sewage treatment plants / other biogas / biomass / waste (in installations over 1 MW) - 660 MW;
• landfill biogas / biogas from sewage treatment plants / other biogas / biomass (in installations up to 1 MW) - 60 MW in total.
Currently, there are nearly 21 GW of RES installations in the National Power System. The auction system contributed significantly to this, under which approx. 11.5 GW have already been contracted.
Bearing in mind the need for further dynamic development of the renewable energy sector, facilities for biogas plants participating in the auction system have also been introduced, in the form of easing the requirements for the so-called 85% rule, i.e. creating additional derogations from the need to supply 85% of the offered energy production under the auction system.
